Since 2012, the campaign "Too Good for the Bin" (Zu gut für die Tonne!) has been showing how consumers can reduce food waste. With the National Strategy for Reducing Food Waste adopted in 2019, the Federal Ministry of Food and Agriculture (BMEL) is placing greater focus on the sectors of primary production, processing, wholesale and retail, and out-of-home catering in addition to private households. The aim is to halve food waste in Germany at retail and consumer level by 2030 and to reduce food waste along the production and supply chain. Actors from the food industry have joined forces in the association "United against waste" to promote the networking and dissemination of solutions for out-of-home consumption. Concrete assistance for the catering sector is provided, for example in a practical guide published by the Federal Environment Agency (UBA). In order to promote the exchange between the public sector and practical actors and networking among each other for further successful implementation of the waste prevention program, the UBA and the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMUB) organized the Waste Avoidance Dialogues 2014-2017, in which food waste was also a core topic.

The scientific community is also actively researching ways to reduce food waste. One example is the EU project REFRESH, in which Germany participated as one of four pilot countries. This project tested new approaches to reducing food waste and then derived corresponding policy recommendations. In February 2019, the Federal Cabinet adopted a National Strategy to reduce food waste and achieve SDG 12.3. This strategy identifies the causes of food losses and identifies fields of action for their reduction.

The "Global food loss index", developed by the Food and Agriculture Organization (FAO) and supplemented by a "Food Waste Index" to determine the volume of waste at the end of the food supply chain, is intended as an international indicator for measuring the achievement of the SDG 12.3 goals. In order to meet the international targets, the EU member states commit themselves by means of the Waste Framework Directive to prevent food losses and to monitor their extent. The European Commission, together with the members of the EU Platform on Food Losses and Waste, has developed a methodology for collecting food waste. In 2019, a delegated act was finally adopted to supplement the framework directive with a methodology for the uniform measurement of the volume of food waste. This means that the member states are now obliged to monitor the results. On this basis, an indicator of food losses and waste in Germany is to be included in the progress report of the Sustainability Strategy 2020. The concept for data collection and concrete calculation is currently being developed.

Action week "Germany saves food!" and "Too good for the bin!" - Action Days.

Every year around September 29, the International Food Loss and Food Waste Awareness Day, the nationwide action week Deutschland rettet Lebensmittel! (Germany saves food!) has been taking place since 2020.
The nationwide action week for more food appreciation is a joint initiative of "Zu gut für die Tonne!" and the federal states. It is part of the implementation of the National Strategy to Reduce Food Waste of the Federal Ministry of Food and Agriculture. Current information: https://www.zugutfuerdietonne.de/unsere-aktivitaeten/aktionswoche-deutschland-rettet-lebensmittel/

Under the motto #DeutschlandRettetLebensmittel ("Germany saves food"), committed actors are participating in the action week with various on-site activities and digital formats. In this way, the participants are campaigning for more food appreciation.

REFOWAS - Pathways to reduce food waste

The project "REFOWAS - Pathways to reduce food waste" deals with the topic of avoidable food waste in Germany. The aim of the project is to analyse the agricultural and food sector along its value chains with regard to the generation of food waste and in particular the proportion of avoidable waste and to identify and test strategies and starting points for measures to reduce waste.
The research project is carried out on behalf of the German Federal Ministry of Education and Research (BMBF). It is part of the BMBF funding priority Research for Sustainable Development.

National Programme on Sustainable Consumption

The National Programme for Sustainable Consumption (NPNK) is a step towards implementing the 2030 Agenda for Sustainable Development from a consumer and product perspective. It aims to contribute to bringing our consumption patterns and lifestyles in line with ecological and economic limits. The programme identifies goals and needs for action and explains previous activities of the Federal Government in the field of sustainable consumption. Based on the guiding principle of sustainability, central ideas for a policy of sustainable consumption are developed. The programme contains 170 measures for the overarching approaches to action as well as the areas of need in order to systematically strengthen sustainable consumption.
The NPNK was further developed on 3 May 2021. The 45 measures and targets adopted by the Committee of State Secretaries for Sustainable Development prioritise and focus the Federal Government's existing programme for sustainable consumption from 2016. The measures relate to the areas of mobility, housing and household, nutrition, work and office, clothing, and leisure and tourism, as well as cross-cutting measures, such as those to tap the potential of digitalisation for sustainable consumption. They are intended to contribute to halving consumption-related greenhouse gas emissions per inhabitant by 2030, among other things.

Initiative for Sustainable Agricultural Supply Chains (INA)

The Initiative for Sustainable Agricultural Supply Chains (INA) unites more than 70 actors from the private sector, civil society and politics. The initiative aims to achieve greater sustainability in global agricultural supply chains and improve the living conditions of small farmers. The INA concentrates in particular on protecting natural resources and ensuring living wages and income. The initiative also explores digital solutions to support producers and increase transparency in the supply chain and serves as an information platform. The INA was launched by the German Federal Ministry for Economic Cooperation and Development (BMZ) in November 2018. It is designed as an open platform that works across the boundaries of the respective supply chains.
